libbinder: disable disabled tidy warnings
Before we disabled a clang tidy warning by reducing it to a warning.
This was invisible at the time, but now that clang is updated, it's
build log spam.

Test: build and no logs
Test: introduce a clang-tidy violation to make sure other checks are
still enabled
