[dumpstate] fix -Wreturn-stack-address ZippedBugreportGenerationTest#getZipFilePath() creates a temporary std::string, then returns a pointer to the C str within the stack temporary. Fix by returning a std::string and calling .c_str() at the call sites of getZipFilePath().
