libbinder should not be included in APEX It's wire protocol is not stable; an APEX and the platform can't (shoudln't) talk to each other if they are using libbinder built in different times. Bug: 139016109 Test: m Change-Id: Ibc7f0c8b1eb4503919bbc867f4cfeb464e4f22fe
