Fix Icon usage of local overlay in Wi-Fi

The Icon overlay was moved/replicated to be internal to Wi-Fi. However,
the usage of the icon overlay ID was through a global context. Convert
usage of the icon ID to use the correct local context (which can then
find the icon resource).
