[RTT2] RTT Responder config mods to meet API requirements
RTT Responder members are final: create an intermediate duplicate
object to represent Responders which use PeerHandle with both a MAC
address and a PeerHandle specified:
- The HAL will use the MAC address
- The Service will use the presence of a PeerHandle to indicate that
the result's MAC address should be stripped off and replaced with
the PeerHandle
