FP5-1927: Sim slot1 unable to display Network identifier, can only display CARD1 * Root Cause the SIM card missing all EF file: EF_SPN and EF_SPN_CPHS and EF_SPN_SHORT_CPHS * Solution at the end of reading EF_SPN_SHORT_CPHS, call mTelephonyManager.setSimOperatorNameForPhone to set suitable operator name * Test Steps please follow jira, and use a SIM without all EF_SPN and EF_SPN_CPHS and EF_SPN_SHORT_CPHS Change-Id: I98eb5a2a2965f9ef87274e87d83528e651538177
