Added three things to the ImageProcessing_jb tests:

Bug:22012771

- BenchmarkLoop now records each iteration's execution time slice instead
  of the overall execution time.
- System now outputs more runtime information as .txt on sdcard if it
  has proper permissions.
- Fixed issue where instrumentation test was not properly freeing
  resources.

Test: Changes compile and run properly on Nexus 6P and Nexus 9.
