DO NOT MERGE. Fix building support library using gradle when full-sdk is missing. Update build.gradle to point to API 25 Android Jar. Bug: 34875427 Test: Android studio is now happy and shows no errors. Change-Id: I4ebd3511cf311a943ffabf967f79e81fa69d8413
