Added version/restart_count property setting to camera HAL

vendor.camera.hal.restart.count <= number of times the HAL has been
started since last reboot
vendor.camera.hal.build_id <= the Android Build ID/Number as a string
vendor.camera.hal.version <= the numeric version # that matches the apex
manifest version
