hal: dolby: send correct sample rate to ADM - fix the error where HDMI passthrough check was compiled out this was causing to set wrong sample rate and opening ADM at 4 times the content sample rate. Change-Id: I2f1c81ab7b1430d63844c27e5b6adb730c4fa9ee CRs-Fixed: 968703
