QCamera2: HAL3: Add support for histogram Add vendor tags for histogram related control/metadata: - static: number of bins supported - control/dynamic: number of bins - control/dynamic: histogram enable/disable - dynamic: histogram stats Remove the unnecessary memcpy of histogram data.
