QCamera3: Enable Easel bypass
Detect if Easel is present in the device when getting camera info
(i.e. cameraserver starts). If present, power on Easel and suspend
it immediately. When opening camera, resume Easel. Upon the first
capture request, set Easel bypass rate. When closing camera,
suspend Easel.
By default, Easel is in bypass mode. To enable HDR+ mode set
persist.camera.hdrplus.enable to 1.
Test: GCA on Muskie w/ and w/o Easel
