QCamera2: HAL3: Use property_get_int32 for mobicat property property_get_bool only returns true/false. If the property is set to 2, property_get_bool returns 0. Test: Manually test GoogleCamera with 3A debug turned on Bug: 64160990 Change-Id: Ic5597cd9683f4d0fc5383bf4963e186822d7e0eb
