QCamera2: HAL3: Send non-empty metadata for last result in the batch By sending non-empty metadata only for the last result in a batch, the number of memcpy within HAL and between HAL and cameraserver is reduced. Test: HFR CTS Bug: 35775704 Change-Id: If5ba901e61ff2be6feba946b1f3978eb47bd3c5e
