hwc2: Add support for HDR and HWC tonemapping

- Identify HDR layer in HWC, and add support to handle
  tonemap requests from  SDM
- Include hwc tonemapper which tonemaps layers using the
  gpu tonemapper
- Add hint in BufferAllocator to specify gfx client
