sdm: don't allow power off until CRTC active - CRTC set_active done in first commit. - power on not allowed until first commit. - so, until first commit is successful don't allow power off as well. Change-Id: I9b5252dbd21aa32531b96d77dbe90b9e3ee0e744 CRs-Fixed: 2396374
