sdm: Remove mixer resolution check against min_width_roi 1. Remove mixer resolution check against min_width_roi as min_roi_width is meant to check against panel resolution. 2. Only update connector roi and crtc roi when destination scalar is disabled. Change-Id: I75dc35b1987b3bf4ff57706a4251dee1f6837d28
