sdm: Add support for V4L2 Rotator Add support for V4L2 Rotator based on V4L2 framework. Change dynamically checks for MDSS/V4L2 rotator and populates the info in the new HWRotatorInfo structure. Change-Id: Ib34856ca426185f06db69ab313a38327ce63f964 CRs-fixed: 982577
