Add TARGET_USES_HARDWARE_QCOM_GPS Add TARGET_USES_HARDWARE_QCOM_GPS, which can be set to false to disable using hardware/qcom/gps code. Set this flag false for sdm845 and sdm710, which were using the lack of chipset-specific directories for those projects as an indirect mechanism not to compile code in this repo.
