thermal-hal: Add support for DHRUV Get DHRUV soc id and enable thermal-hal to work for DHRUV. DHRUV soc id is different from LITO and need to detect the right soc. Change-Id: I00fb41b4eeaaa54b41bb5ad09edefd9e720f921f
