ril-caf: Only allow GET_CARRIER_RESTRICTIONS for ril versions >= 14 Setting the carrier restrictions requires ril version 14 but getting doesn't enforce any restriction. I assume that this was done on the assumption that the lower levels would simply return an error when this request was sent. This isn't always the case and therefore only allow it for newer rils.
