Fix spurious libcore rebuilds. Due to a bad LOCAL_ADDITIONAL_DEPENDENCY. Also fixes a missing dependency on the proguard_dictionary for core_oj. (cherry picked from commit 728e83308e7f1d746b7271d432d8de4255f13bec) Change-Id: I46995801e2b5e8dbd9da35cad87ba7c537e1e4c6
