Enhance ScopedUtfChars to include the null check most callers were missing. Also switch most non-users over to ScopedUtfChars. Also ensure all users check that ScopedUtfChars was successful in getting the chars. Also rewrite ObjectInputStream and ObjectOutputStream without duplication.
