Track movement of ICU .dat file

Track movement of the ICU .dat file into the runtime module.

This is a reapply of commit 6e17d96bc1d88b8d7c753c8fb0fa2f2294237a75
This reverts commit e880b476f0dab9bab069366949bace709ff8628d.

This change makes TimeZoneIntegrationTest changes not present
in the original (written since the first attempt).
