Libcore changes for ICU4.8.1.1 upgrade. This CL includes: 1. Change libcore_icu_ICU.cpp and LocaleData.java to support locale data structures in ICU4.8.1.1. The new libcore_icu_ICU instantiates ICU objects instead of reading the ICU resource files directly. This could avoid the code change for future ICU upgrade. 2.
