Add java.time tests into EXPECTED_UPSTREAM - aosp/master Era.java and calendar.properties files are also added. There are some actual changes in TCKLocalTime and TCKDuration tests, because the below CLs were a partial import. https://r.android.com/1525808 https://r.android.com/1525809 This CLs should fully import the 11+28 versions of the tests.
