Merge Buffer template files from OpenJDK11. These templates are used by the JDK to produce a set of nio buffer classes for each type of primitive and byte order. This is part of a work in progress to add that capacity to Android. Test: n/a Change-Id: Idaa978d884668cfbb99f9b55f31e500e632e8bd7
