Fix failing NetworkInterfaceTest by enabling RETURN_NULL_HARDWARE_ADDRESS. This test has been failing in GCE all because hardware addresses can now be obtained through that API. The change to the test allows us to ensure that that capability is disabled for the version of the test that is running.
