Cipher: Throw early on getMaxAllowedKeyLength / getMaxAllowedParameterSpec NPE on null transforms and NoSuchAlgorithmException if the specified transform is invalid. Change-Id: I368b96f98d01a1209ee467ddfcc6a05bc78723ec
