Update processing API to support pause/resume. Bug: 12080035 BUg: 12211113 This has been ported over from the LightCycle service. We make use of this to pause processing while new memory-intense captures are going on. Change-Id: I9c7d8eb4199d290a2f35becce2541661636a26d4
