Make the icon color an attribute and use one icon size. This is part of moving CarSettings to the device default theme. Splitting this out to reduce the review burden on future CLs. There are some cases that will be cleaned up in future CLs (e.g. car_primary_icon_size in layouts, brightness knob color).
