DO NOT MERGE Tests for KeyboardManagementPreferenceController Add tests for KeyboardManagementPreferenceController and its helper functions in InputMethodUtil. This required changes in implementation of ShadowInputMethodManager, hence, requiring a bit of additional changes to KeyboardPreferenceControllerTest and EnabledKeyboardPreferenceControllerTest.
