Add base "bridge" class for loading state data into ApplicationsState.AppEntry objects.
Special app access uses data in the extraInfo field to convey convey app state in the UI. Future CLs will add subclasses of this class to populate that data. This class is responsible for sequencing the field updates with other updates occuring from ApplicationsState. Based largely on com.android.settings.applications.AppStateBaseBridge.
