Revert "Notify the current fragment of ux restrictions when restoring it from the backstack." This reverts commit 548c990919bce7520b04a918d7141b097ff9a042. Reason for revert: CarSettingActivityTest.testOnBackStackChanged_notifiesCurrentFragmentOfUxRestrictions is sporadically failing on the master branch.
