Add BLUETOOTH_PRIVILEGED permission to CarSettings. This is needed for proper functionality of some behaviors in BluetoothPairingController. It is a suspect for the cause of pairing reliability issues. Bug: 123228210 Test: manual Change-Id: Ib4067c0c5f17ea2c599595c9028dd71ca6724ca6
