Changed Bluetooth unbonded device filter to be based on config. BluetoothUnbondedDevice filter now checks config_unbonded_device_filter_whitelist to determine how it should filter devices. If the attribute is empty, it defaults to all unbonded devices; otherwise, it filters based on device major class.
