DO NOT MERGE Update BluetoothSettingsFragment to use LiveData for Bluetooth state and scanning progress. This is pre-work to simplify the implementation before adding additional functionality to the fragment. Bug: 62703288 Test: build, deploy, toggle Bluetooth, verify expected UI updates.
