Add individual sync toggling - Enabled toggling of sync adapters on and off - Moved some fragments and controllers to new SettingsFragment and PreferenceController in preparation for result callback infra - Added tests Bug: 73014882 Test: Tested on device Test: New and existing tests pass Change-Id: Iedd3d44a049a1bc9dd7d252d4d2fa1e0a1556baf
