Migrate the homepage fragment to use preferences and preference controllers. Removes suggestion code that was replaced in ag/5172561 as the homepage was the only consumer. Bug: 112931076 Test: build, deploy, navigate to each setting, verify suggestion appears. Change-Id: I405f9ed8b65d5898da7e2059c96f698a490b4c8a
