Launches the system update activity from CarSettings. If no system
update activity is available, the system update option is omitted.

Test: manual - Flashed system to ensure no system update activity
was available, went to settings, confirmed system update option
was not present
Test: manual - Added system update app, went to settings, confirmed
system update option linked to system update app
