Replace PagedListView in CarSettings and remove car-theme-lib dependency. This is part of AAE theme fixit 2 as a step towards removing dependencies on the car support lib in platform apps. Bug: 128426340 Test: manual, RunCarSettingsRoboTests Change-Id: I0c10de93a051eb00367f2a28c3a300d023deba29
