Correctly handling locales with only one region Before this change, selecting Japanese was saving "ja" as the locale instead of "ja-JP" which the rest of the system was expecting (eg. timezone picker). Bug: 112591365 Test: manual Change-Id: Ieff161308d393932c90fd7050475bce6ddebfab7
