[Vodafone][NL] Revert to AOSP and move to vendor.xml overlay

Keep carrier config here in AOSP state. Do changes in vendor.xml overlay
in the device and vendor configuration. That way, we keep all operator
customization in one place instead of spreading out between AOSP and
device/vendor projects.

This reverts two commits:
    Revert "[Vodafone][NL]: Fix up network name to uppercase"

    This reverts commit b39b3db082c95bcd49807882a9237b0fdb7a5f6e.

    Revert "Vodafone NL: Fix Google PAI"

    This reverts commit 441d20ca71a739da26092f5c85782797e3691833.
