Clock should control the Alarm volume Bug: 15446767 Alarm volume is used by both Alarm and Timer so it's best to enable the Alarm volume control in the entire app, including the Settings and Cities pages. Change-Id: Ida880221034ff39b35de8aa6a82337eda505d943
