Set the 12/24 hour time formats in XML for digital widget Bug: 28377696 This improves the user experience after a fresh reboot when the widget is shown on the screen but the provider has not yet sized and customized the widget layout. Change-Id: Ia7e192c0e8810f8f927aab5575a82cb03433c0ea
