Fix TMO frozen ViLTE video upon swapping call We were not using the VideoTech interface for these calls and as a result could not restore the camera when swapping calls. Bug: 68160072 Test: manual PiperOrigin-RevId: 173437432 Change-Id: Iec1d363178e2332014f95246637c23f9040cdfee
