Remove android.settings.EDIT_EMERGENGY_INFO, it's no longer used. It was removed with ag/2202182. Test: Install the app, verify that EmergencyInfo is still launched correctly from Settings. Reran the unit tests. Change-Id: Ia6f7e51160098c9aae03a014ab8e8b8afc339460
