Removing some unused functionalities

> Removing obsolete progrard rules
> Removing BackgroundAlphaMultiplier from CellLayout, which is always 1
> Removign otiline animation from workspace. This animation never runs,
as it is called during startReordeing which always happens when
overview mode (workspaceInModalState() is true)
