Use USE_BUGREPORT_API flag from FeatureFlagUtils To avoid flag duplication, this flag is moved to FeatureFlagUtils.java where other callers can also use this flag. Using this flag's value from FeatureFlagUtils instead of the local FeatureFlag file in Settings.
