Restrict APN settings for Vodafone, Orange, Virgin
For compliance with network operator requirements, and to provide
options that are relevant on the specific networks.
For Virgin (UK), besides MCC/MNC, we need to exclude some IMSI sub
ranges as well that are not relevant here.
